King_Hippo offered up the idea that we should move the chat box from the Portal to the actual forum so that it may be present at all times. With a new chatbox, it may work, but I'd like to get everyone's input.

Portal - The homepage, a central hub to see a snapshot of league activity and such.

Forum - Always present, maximizes visibility and activity, also in the way always being at the top/bottom of the forum. Maybe the side of the forum with a major change to the layout.
